1. The sponsoring agency must be a registered charity or similar qualified donnee as defined under the Revenue Canada Charities Act.
2. The sponsoring agency must have a local board or organizational committee.
3. The program must not exclude persons from participating by virtue of race, ethnicity, colour, disability or religion.
4. The program must directly benefit people in the Cold Lake/Bonnyville region.
5. At the discretion of the board, the sponsoring agency must agree not to solicit funds, prizes or sponsorship for this or any other project in the Cold Lake/Bonnyville area during the period September 15 to November 15 of the year for which funding is approved.
Operation of retail establishments (ie Orbiting Trends) is permitted, as is selling of products such as chocolate bars (schools), cookies (Guides), apples, popcorn, sandbags (Scouts).
6. The sponsoring agency agrees to display the United Way logo along with the words "A Lakeland United Way Funded Program" in all advertising made on behalf of the supported program.
7. In order to ensure equal accessibility, advertising for programs must be evenly distributed in the town or city in which the program is being offered. For example, school aged programs must be advertsied to the same extent in all schools within that town or city. In Cold Lake, programs advertised in the Tri-City Mall must also be advertised in the Canex and the Marina Mall. Programs advertised in the Courier newspaper must also be advertised in the Cold Lake Sun.
8. Financial accountability is required. Agencies must submit a detailed account of what expenses were paid with the Lakeland United Way grant. Copies of receipts must be provided if requested. Money must be expended in accordance with the signed Memorandum of Agreement. Any moneys not expended on authorized expenses must be returned to the Lakeland United Way within two months of the end of the funding year.
9. Lakeland United Way funds cannot be used for the purchase of significant campital items such as building, vehicles or computers unless specifically approved in writing by the Lakeland United Way.
